An exciting opportunity is now available to join CHL in the Fixed Term role of Senior Project Manager (Property Development), based in Queensland.
This 18-month opportunity, is ideal for an experienced property development or project management professional who is looking to lead complex projects, take ownership of outcomes and make a meaningful impact through the delivery of high quality, affordable housing. You will play a key role in delivering CHL’s development program while strengthening governance, stakeholder engagement and delivery capability across a diverse project portfolio.

About the team
The Development and Portfolio Planning team sits within the Homes Division, driving CHL’s growth and housing outcomes. The team delivers high-quality development projects, manages a pipeline of new opportunities, and sets standards across design, sustainability and portfolio planning.
Working closely with internal teams, government, and industry partners, the team play a central role in CHL’s mission to provide safe, secure, and affordable housing, while building organisational capability through mentoring, leadership and continuous improvement.
The Role
As Senior Project Manager, you will lead and own the end-to-end delivery of a portfolio of multiple and/or complex development projects, with full accountability for outcomes across scope, budget, program, quality and governance.
You will operate with a high level of autonomy, driving project performance, managing risk, and influencing a wide range of stakeholders to achieve successful development outcomes that align with CHL’s strategic and operational requirements.
Key responsibilities include:
- Leading and owning the delivery of multiple and/or complex development projects across the full lifecycle, from feasibility through to construction, handover and defects management
- Owning project budgets and financial performance, including forecasting, cost control, cashflow management and active management of variations and cost pressures
- Leading contract management activities, including procurement, tendering, negotiations, and the management of variations, claims and contractual obligations
- Managing and coordinating design, consultant, contractor and delivery teams to deliver high-quality, fit-for-purpose housing aligned with CHL’s operational, sustainability and asset standards
- Overseeing planning, approvals and statutory processes to ensure compliance with regulatory, funding and contractual requirements
- Leading delivery across a range of project models, including acquisitions, turnkey and developer-led projects
- Driving strong governance, reporting and risk management practices, including proactive identification and escalation of risks and issues
- Building and maintaining effective stakeholder relationships across government, internal teams, consultants and delivery partners
- Mentoring and supporting Project Managers, contributing to capability uplift and continuous improvement across development systems, processes and standards
This role offers exposure to a diverse and meaningful development portfolio, with the opportunity to influence development delivery outcomes at a senior level across the organisation.
About you
You bring strong experience in property development or project management, with a proven track record of delivering projects through the full development lifecycle. You are comfortable managing complexity, making sound decisions, and driving outcomes while maintaining strong governance and stakeholder relationships.
You operate with a delivery mindset, take ownership of outcomes, and are confident working collaboratively across multiple stakeholders to achieve results.
What You’ll Bring
- Demonstrated experience delivering multiple or complex development projects across the full lifecycle
- Strong experience in construction delivery, contract management and consultant coordination
- Proven ability to manage project budgets, risks, program and compliance requirements
- Strong stakeholder management skills, including working with government, consultants and contractors
- Experience operating within structured governance and reporting frameworks
- Ability to lead, mentor and support Project Managers
- Strong problem solving and decision-making capability
- Commitment to delivering high-quality, fit-for-purpose housing outcomes
